CAUGHT: Shaggy Bandit
UPDATE:
On August 27, 2009, at approximately 1:45 p.m., an observant bank
employee at the FIRST TIER BANK, located at 2120 Broadway in Boulder, saw a male matching the description of the Shaggy Bandit enter the
bank.
This male left the bank without incident. The employee
called 911 and gave dispatchers with the Boulder Police Department a
detailed description of the suspect and his clothing. The bank employee
was unable to provide information about a getaway vehicle. The
information was aired over police radios.
A short while later,
an officer with the Boulder Police Department who was on routine patrol
along the Diagonal Highway noticed an older-model red Bronco traveling
on the Diagonal Highway toward Longmont. The officer recognized that
the vehicle matched a description provided in a Law Enforcement
Intelligence Bulletin previously issued by the FBI on the Shaggy
Bandit.
This officer was unable to stop the vehicle
immediately because he was headed in the opposite direction on the
highway, but he promptly called in the information to dispatch and to
other nearby law enforcement agencies. The Bronco, which had stolen
Colorado license plates, was subsequently stopped by a Boulder County
Sheriff’s deputy, the Boulder Police Department officer, and an officer
from the Longmont Police Department. The traffic stop took place
outside a restaurant in the 2100 block of Ken Pratt Boulevard in
Longmont.
Subsequent investigation revealed that the passenger
in the Bronco matched the physical description of the bank robbery
suspect dubbed the Shaggy Bandit, including clothing, hat, sunglasses
and a backpack that were observed in his possession.
He was identified
as Michael A. Kincade, 29 years of age, of Colorado. Mr. Kincade will
held in Denver County jail on robbery charges. The driver of the Bronco
was identified as Christopher L. Richardson of Colorado, 45 years of
age, the driver of the Bronco is also being held in the Denver County
jail on robbery charges.
The serial bank robber dubbed the
"Shaggy Bandit" is believed responsible for not only fourteen bank
robberies in Colorado since June 24, 2009, but also three bank
robberies in other states-- one each in Albuquerque, New Mexico;
Flagstaff, Arizona; and, Hutchinson, Kansas.
Charges are only allegations, and individuals are presumed innocent until proven guilty in a court of law.

The FBI Rocky Mountain Safe Streets Task Force (RMSSTF) is seeking the
public’s assistance in identifying the person believed to be
responsible for at least eleven (11) bank robberies since June 24,
2009. This robber is dubbed the “Shaggy Bandit” by investigators.
The
Shaggy Bandit is suspected of robbing ten banks in Colorado and one in
Arizona. Two of the robberies occurred in Arvada where the First Bank was robbed twice.
The Shaggy Bandit enters the bank and approaches the victim teller. He verbally demands the bank’s money and displays a dark colored backpack. Generally, he steals the money and leaves without drawing any attention from other customers or bank employees.
On three
occasions, he entered a bank but left without obtaining any money;
however, he continued on to another bank where he was successful.
Investigators believe there is a second person waiting with a get-away
vehicle, however, no description is available at the time of this
release.
The Shaggy Bandit is assumed armed and dangerous
due to the nature of the crime being committed. No gun or other weapon
has been observed by victims or witnesses.
Description of the Shaggy Bandit
The Shaggy Bandit
is generally described as being in his late 20’s or early 30’s, slim
build, approximately 5’05” to 5’10”. He may have facial hair and may
also have acne marks or pockmarks on his face. He usually wears a hat.
