Brisa and CCR are companies from Portugal and Brazil who lease and operate toll roads around the world. They, in competition with several other consortiums, were selected by the Northwest Parkway (NWP) Public Highway Authority (PHA) to take over operations of the NWP. Under the agreement, the NWP PHA continues to own the NWP and has granted excusive right to use, possess, manage, operate and maintain the Parkway for a period of 99 years. Contrary to information released by others, Brisa/CCR is not being paid $100 million dollars to “bail out” the PHA.
Quite the contrary, Brisa/CCR has placed $40 million in escrow if the Parkway is extended to SH 128 and/or to SH 93 near 64th Avenue by a certain time frame, with these funds to be used by the PHA. If the condition is not met, the funds revert back to Brisa/CCR. Further, Brisa/CCR has also agreed to contribute another $60 million if the Parkway is extended to SH 128 and/or to SH 93 near 64th Avenue by a certain time frame.
